Reconnect with ARR #2393

Tasks:

[ ] Review documentation. Get a clear status of each of the pages. A clue: dept SME approvals.
[ ] Talk to SDL team about their recent ARR project(s).
[ ] ID current content stakeholders.
[ ] Ask them and BRM about content approvals and how to move forward with transitioning content to alpha.austin.gov.

Pushing back to Sprint 36. Will list here which service pages to send for approval (the one to test-Soil Kitchen?) Sent for approval Sprint 35- compost class form content (form transition) Will send for Sprint 35/36 - information pages.

rather than make a duplicate page (#3167), find a place to link to: https://keepaustinbeautiful.org/education/generation-zero/, it'd also be great if we could just host the educational materials rather than make users email someone to get them
