Characters remaining for rich text fields #2813

As an author, I want an indication of character limits and how much space I have left, so that I can author concise, readable content within our content governance model.

In #2734, we're adding "characters remaining" for plain text fields. Now let's do it for rich text fields.

Acceptance criteria

[ ] Design matches mocks (need from design)
[ ] Service page
- [ ] Additional content: 5000 characters
[ ] Info page
- [ ] Additional content: 5000 characters
[ ] Service page
- [ ] Additional content: 5000 characters
[ ] Department page
- [ ] What we do: 600 characters
- [ ] About the director: 600 characters

As a design, this does exist; in the new Joplin UI.

Unless urgent, this should probably remain in backlog until Joplin UI is well underway, or implement like existing components.
