Create an information page re: how we're tackling translation

As the austin.gov team, we would like to describe how we're approaching translating our website differently and how resident scan get involved in order to bring interested people in to help and communicate the value of translation for access.

Write content that communicates:

• [ ] We're dedicated to translating in major languages spoken in Austin.
• [ ] Not at all pages may be translated at this time.
• [ ] Here's how to support translation:
  • [x] get involved with research
  • [x] feedback page

Translate into languages:

• [x] Spanish
• [ ] Vietnamese
• [ ] Arabic

MVP

• [x] Add copy to language disclaimer specifying timeliness and our use of human translation.

So far, the "get involved with user research" page is up but we do not have a feedback page. @Jo-Dwyer, is a feedback page something we would like to set up or is the "get involved with user feedback" page sufficient?
