Break up batched official docs #4586

In order to manage individual complaints and make them searchable and filterable, we need to unbatch and create individual documents.

[x] Write remaining individual descriptions
[ ] upload 200+ individual PDFs for each complaint currently batched into bulk PDFs
[ ] create a document for each complaint, even when the description is duplicative as it will be carried over from the batched version
[ ] assign them to the appropriate collection (Formal complaints)

Sprint 62:

Ask for individual PDFs from OPO
Writing descriptions in the mean time

Status of this:

Mia approving descriptions
We can start creating PDFs once I get the OK that they're all under the same Recommended Policies for Review.
Send for translation

This is an outlier. Should be an epic but easier to have written in one issue

This issue is still not resolved (gasp!) because we we're getting sign off on how we were going to go about it. We got to meet with Sara Peralta yesterday to present our concept of how we're handling the policies section.
