Add copy to language disclaimer #4601

**Note: Text updated on 07/09 @toribr *** Replace existing text with following Spanish copy on the disclaimer message that comes up when you hit the "Español" button and add option for user to X out of window:

Continuamos procesando las traducciones en este sitio web. Para ofrecerle información relevante y clara en su idioma, hemos optado por usar traductores humanos. Por esta razón, es posible que no todas las páginas estén inmediatamente disponibles en Español.

Ayúdenos a mejorar. Si le interesa participar en la investigación de usuarios, puede aprender más aquí.

The original disclaimer only states "We continue working on and processing translations", this second revision adds a little more detail-

"_We continue working on and processing translations on this website. In order to deliver the clearest and most accurate information in your language, we have opted to use human translation. For this reason, it is possible that not all pages are immediately available once published in English.

We are always looking for people who want to share their experiences, give feedback, and help us improve. If you are interested in participating in user research, learn more here._"

This addition is important because it lets people know that we're invested in providing accurate translation and because of this, there may be a lag in Spanish content. This is our MVP that will eventually lead up to an information page on the translation process.
