Contacts should be translatable #4756

As a Spanish speaking resident, I would like to see all relevant content on the page translated, so I can more easily access it.

Snippets need to be translatable in the same way that pages are.

I would have bet we already had an issue open to localize contacts/snippets, but I cannot find it. I'm amazed.

It was wrapped up in the alerts issue, which for a while looked like it was going to come first. But perhaps this is a smaller chunk to attack first.

Need an inline MVP version for other languages.

Edit: Note that only two fields need translating (and only to Spanish for now) so only two fields (with labels) need adding to the Contact snippet for now.

Acceptance criteria: • Two new spanish fields are included on the Contact template. • Spanish translations entered into that field show in the /es/janis where contacts are used.
