Expand form container capabilities #4828

As forms have been increasingly well-developed, there are many services that are basically just about submitting the form. For example: Send feedback to the DACC Request an online Municipal Court hearing Apply to be a Municipal Court community service provider Request judicial information

As a content strategist I would like to be able to surface these form containers as top services within topics and in a department (related pages would be fine, too). For some departments, like DACC, this is one of only one of two pages. For some topics, like Public Records, the form container is the only page related to it right now.

I would also like to be able to attach a contact to a form container.

@toribr I realize this will probably be backlog but wanted to record it.
