@jeremiak We may not end up naming the the specific URL in the open data policy. One issue will be how the URL will work when the portal is open to other organizations or jurisdictions. I believe there will be functionality to create organizational accounts so perhaps the URL could still be data.chattanooga.gov but have that pointing to the city's organizational account on the data portal that only lists city owned datasets.
we already have data.chattlibrary.gov and opendata.chattlibrary.gov set up.... have since the getgo... if that helps.

The proposed URL of www.chattanooga.gov/opendata is pretty distinct from the URLs for data portals of other major open data initiatives in cities. For instance:
Conventions are helpful in so far as they reduce the mental load required to start examining and playing with the data. To that end, I believe it would be helpful to utilize a similar URL to provide a more predictable path to the open data portal. I propose: data.chattanooga.gov
