As government data is created by public tax dollars and open government is a goal of Chattanooga, the public's request for information as well as datasets that provide insight and legibility into Chattanooga's governing practices should be considered in determining "high-value" datasets.

Examples of including public participation to determine prioritization exist in NY's Open Data Handbook, Philadelphia's Open Data Race and Montgomery County's Open Data Town Halls, just to name a few.

This section should be removed all together. Some of these sections muddy the water a detract from the whole purpose of the policy.

2. Data set availability a. Each City agency or department ("Agency") shall identify and publish priority existing datasets, maintained within the department, to the City's data portal. Priority shall be given to data that has been frequently requested by members of the public through existing mechanisms such as the Tennessee Open Records Act.
