Suggested rewrite of entire policy. The sections where specific URL's, timeframes, and unrealistic expectations, were removed or rewritten to be realistic and sustainable long-term.

One general question I did have was about the inclusion of the open source software language in the policy. How difficult or easy is it to include open source software in the current procurement process? The intent was to include language in the policy so that open source software could also be considered during the procurement process.
