When selecting recipients, allow users to enter former/alternate names #400

Can the auto-search (#193) be easily extended to look at all name-related fields? If a politician has a name of "Anthony Blair" but has an other_names with "Tony Blair", then starting to type Tony should ideally suggest the right person.
