Eureka/Inspiration Reminder #259

Describe the bug The notification that a tech/civic can now be completed with a eureka/inspiration does not show up.

To Reproduce Steps to reproduce the behavior: I just started a new game with ONLY CQUI installed and progressed far enough until a civic was researched enough to be finished with an inspiration. No notification was present.

Expected behavior

152 suggests there should be a notification for that. I poorly worded that issue so I opened this one.

IIRC, it doesn't pop up a warning, it does however pop up the tech/civic screen. So I guess that itself is the notification.

I looked through the code, I think this was something removed a while ago - prior to when I was working on it. I'm still not sure what it was supposed to do - and there exists a mechanism in game for this. I removed the item from the list of "features" on the Workshop site, barring something better to do
