Great Works in the City Overview panel #305

Adds Great Works section. Shows buildings with GW slots. Lists each slots. If there is a GW - shows the type and name, if the slot is empty - it shows what types of GW can be put there. So... a picture says a 1000 words.

the red "X" on the screenshots represents an empty slot, if I understand correctly. this took me some time to decode. I expect a red "X to mean "click here to delete or remove this item". is there some other way we could represent empty slots?

@alexeyOnGitHub Well, apparently Firaxis thinks differently. This icon is for "CheckFail". And I use it in my other mods to show "not exising" or "not available". There is a limited set of font icons to choose from.
