More Lenses: Add Road/Rail Lens, Builder Lens adds/fixes #310

Pictures below. Note: I need to do the non-English text files either in this PR or next one. What this does:

Add a lens to show Roads and Railroads (requested in issue #193), auto-enabling when the Military Engineer is selected
Builder Lens for Resources now differentiates between bonus, luxury, and strategic (using darker, middle, and light yellow)
Fix issue where Builder lens was not showing pillaged tiles

Open for Discussion: Rail / Roads:

Automatically enables when the Military Engineer is selected

Builder Lens:

I think the "shades of same color" is the way to go for the resources with the builder lens. Yellow was not currently in use (it was assigned to the currently unused "P6" lens), and I think it easier to differentiate as opposed to the magenta color currently default for resources.

I'll also make a PR specifically for MoreLenses and astog later on, if the current one I did for the color settings is accepted for standalone ML
