The json file should have passed failed and stale bills. That way when the ui pulls it knows what happened to the bill (from 6 months back)
City currently limits data by 50. instead it should filter by last 6 month (possibly using a WHERE clause )
City also currently filters by "resolution". It should only filter by "non-routine".
This list ends up being like 1500 bills, so we will need to make sure with sponsors and vote history and everything it still works

State/Federal uses legiscan and follows the legislative session master list. IL is yearly, US is biyearly. Not what to do here yet (this part could be a separate PR) (lets figure this out later)
