Eliminate "subcategory" taxonomies and use hierarchical taxonomies instead #56

Instead of "application category" and "application subcategory," we should use a single, two-level taxonomy named "app function."

Instead of "civic category" and "civic subcategory," we should use a single, two-level taxonomy named "civic sector."
