Welcome to CDA Email #49

After users have signed the CDA Code of Conduct, it would be nice to send them an email welcoming them to the organization and giving them a quick bit of useful info regarding CDA (like "How to get involved" or "Here's who to contact"). This would probably be similar to what the Slack welcome bot sends at first but then could be customized to give people a better idea of what they can do to participate in CDA's work.
