Add link of Tech for Good events and meet ups to the site #103

Add a links to the new page 'Techquity', found here: https://github.com/civicdata/civicdata.github.io/blob/master/techquity.md that showcases groups and meet ups in the area that focus on utilizing tech for good- i.e. tech that helps effect positive change in our community.

Merged all the prs for this but looks like we can use some formatting clean up on the Techquity page if anyone is up for a last minute hacktoberfest PR 🎃
