Original implementation of add project and tool forms did not meet visual spec. Need to restyle these forms to adhere to this comp: https://app.zeplin.io/project.html#pid=5643f6ea7f758de72a21c434&sid=56cbf772dfa8a9ca17186d81
This will likely involve stripping out angular materials styles (especially animations) and creating our own styles.
