CiviMail workflow support is undocumented #447

CiviMail has an option "Enable workflow support for CiviMail". This is undocumented; there are some tickets on Jira relating to its creation and bugs, but the only documentation I could find was in "Using CiviCRM", which is copyrighted. I'll ping @lcdservices and @JoeMurray; I don't know whether they'd be willing to let us use that in the official docs, who holds copyright, etc. If this isn't an option for whatever reason, we'll need to write copy.

I can write up documentation for it. Do you have a stub page you can point me to?

@lcdservices I don't - I was imagining it would get added as a section near/at the end of https://github.com/civicrm/civicrm-user-guide/blob/master/docs/email/set-up.md.
