Updated against Drupal's version #1

In trying to work out PHP notices in phpcs on arrays that haven't been fully typed-out yet, I tried merging the newer stuff from drupal/coder to see if it has been fixed. (Hasn't.) Anyway, since the merge worked, I thought I'd open a PR for it.

I haven't done a thorough round of testing, but I've been using it live with Atom's linter-phpcs so far this morning without incident.

Hold on--some of the sniffs that are to be ignored are popping up. It appears that coder_sniffer/Drupal/ruleset.xml was changed wholesale, so a lot of the changes there were lost.
