From what I can tell it is still in the actions menu, but you are correct the "Add Case" and "Add Activity" are now missing from their respective tabs.
@jamienovick adding the button to the template would not be hard but I'm not sure where to put it. The layout is already quite tight.

@colemanw @aydun This point has been covered in our review and is a known issue. It may be a few months till the new version is out however as we are planning a wider redesign... Can it wait till then? best

Your screenshot looks strange to me. You are missing all the links (New Contribution, etc.) not just the one for New Case. Where did they go?
@colemanw It is a bit strange since the civibuid dcase build only enables the CiviMail CiviReport and CiviCase components by default. If I enable all the other components, some appear but not Add Case, Add Relationship, Add Note or Tag Contact
@jamienovick Sure, it can wait from my perspective. I was trying it out and recorded issues for a few things that I found. That's good that they are already picked up - would have even better if they were listed on the issue tracker :-)
When viewing a contact without this extension, it was possible to create a new case for that contact either through the Action menu or by going to the Cases tab and hitting Add Case.
Neither of these options are available in the new extension so the only way to create a case is via the Cases > New Case menu
FYI - may or may not be related: with the new CiviCase, the Actions menu is also missing 'Add Relationship', 'Add Note', 'Tag Contact' but 'Add to Group' is present. This is on a civibuild 'dcase' build
