Request: Colorize "all-in" table view #36

Matt Frumin request: "all-in" table view should break out all categories with different colors, including SPED/ELL/At-risk. This indirectly communicates the proportion of students receiving the support increment at the school. Possible alternative: we have FY2015 data on enrollment by school by SPED and ELL. These could be added as piecharts #2 and #3 to the school view.

Strongly object to adding this to the table view, per email comments from me and Soumya.

Makes sense to add this to the school detail view, however, would make more sense if we had this for FY16 as well. Ask for DCPS?

Last handful of commits incorporate this change.

This would be better with #32 in place.
