Housing Locations - View link does not work #395

Navigating to: https://districthousing.org/housing_forms and clicking on "View" brings up a modal with an error. view_form

Trying to open the highlighted URL shows a routing error: No route matches [GET] "/home/districthousing/districthousing/public/forms/external/1330%20Fill%202014.pdf"
