initial docker compose #15

As I understand it, this is just a base structure for the docker-compose? Not actually using Postgres for anything yet?

So if you run docker-compose this will create a web client and run postgres. Currently, it will just be an empty database and I'm hoping to have a version that will init it with some real data.
