Navigation shifting in hover state

Overview

We don't want the bolding of Nav items to influence the positioning of other Nav items.

Action Items

• [ ] Investigate cause of shifting Nav items (see below on how to recreate issue)
• [ ] Maintain positioning of other Nav items when one Nav item is in a "hover" state

Replicate this issue

When you hover over the a Nav item, note how the positioning of the rest of the nav items become shifted   - Note the impact on the "search projects" button, the scrollbar, and the other navigation items
