Inconsistent NavBar spacing at different page sizes #1210

Overview

NavBar spacing should remain consistent between components and currently when windows are resized, the spacing between "Overview" and "Civic Tech Organizations" is incorrect

Action Items

[x] Find the reason for inconsistent spacing at resized windows
[x] Implement consistent spacing between NavBar items
