Tag Creator - Restore Tag Creator output when an affiliated organization is specified #295

Overview

Currently, Tag Creator fails to return results for most attempts to specify a project URL if an Affiliated Organization is selected from the dropdown menu. Hack for LA Brigade -> CTI-website-frontend and Hack for LA Brigade -> CTI-website-backend are the only combinations that correctly find a project and render topic tags.

Action Items

[ ] - Troubleshoot to determine why Civic Tech Index frontend and backend work, while other pages/organizations do not. [ ] - Resolve the functionality issue in code.

After some hunting around, I've found at least one repo that yields results:

The fetch code in Tag Creator may be working, after all.
