Include programming language in website search logic #935

Overview

Currently search ensures civictechindex tag is present. Search should expand logic to include searching for project languages. For example: "When a user searches for "javascript" all projects, that also use the civictechindex tag, that use the javascript tag should appear.

[ ] Expand CTI search logic to include programming languages

would require re-engineering of search logic on the front-end. PM's to rework approach to search by programming language regardless of project topic

Changed to Post MVP because current logic is sufficient for launch. Re-visit post MVP to have devs work on this
