Improve the News page navigation

The news page (/news) on the website currently looks too much like an individual post (example: https://www.civictechnologists.org/2023/06/act-june-newsletter). They should be visually/content distinguished and have some improved navigation.

The following are non-exhaustive suggestions that can also be done separately.

[x] Add a title to the news page (e.g. "News")
[x] Add a link to the RSS feed on the news page
[x] On the Post page, add a link back to the news page
[x] On the Post page, add a boilerplate footer to each post (e.g. explain what ACT is)

Constraints and things I don't want changed:

News page should display the full post content (i.e. it's not necessary to click through to read the post)
Keep using Bootstrap and don't get too complicated with the styling

I saw that #3 added the other items, so the boilerplate is just remaining.

For the boilerplate, I'd like it to only appear on the the post's permalink page. Language can be taken from the front page, but be creative (I'm happy to help tweak it). I just googled this, but looks about what I'm expecting:
