We need to review/move issues in the HfLA transfer repository so that we can start to organize the work to be done at Civic Tech Structure into logical groupings

Action Items

• [x] Unhide E column in spreadsheet
• [x] Review each issue, annotating additional details in sheet
• [x] Create any necessary repos
• [x] Move the files
• [ ] ~Delete the repository~
• [x] Transfer back to HfLA
