DESIGN: Splash page for Storybook #138

User story

As the custodian of CivicTheme I want a design to inform the splash page to Storybook So users can read a basic intro about CivicTheme

Description

At present when a user lands on CivicTheme Storybook they land straight on the colours page. We want to add a splash page / home page to https://uikit.civictheme.io/ This issue is specifically for design.
