Make Helicopters work like vehicles #167

helicopters should be regimentally owned rather than by one person. This will also come with them needing to be unlocked to enter and re-locked so spies still have potential to steal them. This will mean they don't despawn when the owner disconnects and is more convenient for their use.

Assigned High, as player crashes, or leaving the server can lose stocks
