Have the teams swap bases regularly #264

If we can't justify a map change because maps aren't ready, the bases can be 'swapped' so the spawn locations are different. This can be during campaigns as well if a team is getting bored and they want to swap. Here's the suggestion: https://www.civilgamers.com/community/threads/have-teams-switch-sides.10911/

This would most likely require map adjustments if there is any hammer entity decals with NWO stuff or anything
