Staff cannot use PC #303

Staff cannot use Private Contractor, when staff tries to switch to the job it explains to them they have to have 10 referrals.

Staff should be able to use PC, as a reward for being in staff.

Still a bug unless the staff has the 10 referrals

customcheck removed since moving to VJobEditor. I've now put an override within the Referral module of vwar. This has solved the issue.

This has now been pushed to live.
