The ability to turn off OOC chat. #502

Details:

Allowing players to Turn Off/Filter out OOC chat messages from the chat box for themselves.

Specification:

An idea I had was the ability to add Columns that would have a chat that shows OOC only, A chat that shows IC only, and a 3rd one with both. That way, people can seamlessly switch between the 3 and ready any chat history between them.

The other way we could implement this is an OOC On/Off button in the C Menu settings.

Allow individuals to disable OOC for them personally Allow superadmin/senior admin+ to disable server-wide

Filtering out / columns would be nice for [OOC] - [IC] chats - however the disabling option is what's mainly wanted.
