Anomaly Restoration Beam - ARB Rejuvenates anomalous entities, healing them in the prospect of the beam's capacity. Uniquely spawned item - medical center, next to SCP-500. Holder system functionally similar to ACB from breach shelter/E11. Respawn after 30 minutes IC approval required by SA+/Consultant+ Functionally similar to ACB, faster recharge time - when latching onto an SCP, it heals at fixed rate depending on entity base HP (5%/tick) - tick=0.8 seconds

Would be nice if this swep needs to be 'built'- some sort if assembling of parts. (for CI and GOC R&D)

Also if there is more interaction when doing anomaly restoration, ie not just beaming some sort of pop ups or actions (quick time actions)
