Set up group (super admin)

As a super admin, I want to be able to set up a new group, so that I can demo civinomics functionality and convince another organization to use it.

Acceptance criteria:

• super admins can create groups with admins, representatives, and a membership criteria

Acceptance test 1:

• as a super admin, create a group
• log out
• log in
• go to the group and add a meeting

Acceptance test 2:

• as an admin, go to the group you manage
• edit a representatives photo
• add a meeting

Failed Acceptance test 2:

• I can't add an admin to the group after creating it

Other quirks:

• no success message upon creating group
• "Group already has admin" toggle still confusing
