Flag spammy or offensive comments #149

Granicus' speak up gets hit with this all the time. See link spam in attached.

Note the Granicus interface doesn't even let me flag these. Wow.

As a user, I want to be able to flag comments that are offensive or off topic, so that I can maintain the relevance of the community dialogue.
