As a group, I want users to make statements on multiple proposals, so that I have a complete picture of what they want.

I believe this came up with SC YIMBY, we wanted members to review several new proposals from the State on housing. The idea here is that the user is guided to the next most relevant action.

make a statement on a proposal
without navigating backwards, find and click on a new proposal that is similar
