This PR prepares python-glmnet for the v2.2.0 release. Also a couple upgrades:

Python version support: Add v3.8 and drop v3.4 + v3.5. README.md, setup.py, and CircleCI config are all updated accordingly.
Drop versioneer (2,000+ lines of code!). Everything we'd ever need is covered between setuptools, pkg_resources, and git.

I'm aiming at actually pulling the trigger for the releases (GitHub, PyPI, and conda forge) next Monday June 29.

Resolves #61
