Clean up #122

renamed config file
read which chain to use from config
don't panic when receiving unknow message from user-client (civkit-sample)
dont quit when receiving unknow message from admin-client (civkit-cli)
fixed civkitd CPU at 100%
fixes CPU at 100% when running civkit sample

fixes #120
