Detect when civo-api-access secret changes to load the new config details #2

Currently, we need to restart the controller pod for it to detect that the secret has changed. This could happen when the user changes their api key and it would be incontinent for users to restart the csi controller pods. It would be nicer if the changes were detected automatically
