Docker Runtime Option #50

A quick docker runtime for the cli to isolate all the Ruby dependencies and builds into a container I can run on demand. This version only installs the version of the CLI from RubyGems.

For some reason I didn't get a notification about this PR. I'm not personally a fan of Docker (because I'm on a Mac, so it always feels like a hassle and developing full apps in it is slow!), but I love this PR. Thank you!
