create volume dialog doesn't open #33

  1. go to https://www.civo.com/account/volumes
  2. click "Create volume"
  3. Screen is covered with gray layer and there is only "Loading ..." (Browser Opera 69.0.3686.36 @ Linux MInt 19.3)

I can't replicate this on a similar setup (Opera, but on a different OS). My first thought it may be that your browser is not pulling a "you need to add a payment card to use this feature" notification properly, because that's what should happen if you do not have one and you want to create a volume.
