Create a small "chunk stealing" addon, originally suggested by jo jo jonny in the Discord server.

Allow players to (optionally) pay to steal a claimed chunk from another player.
- /chunk steal
Allow players to reinforce their chunks for a per-chunk fee which prevents other players stealing their claims.
