Base envelope system budgeting mechanism

Envelope should support the base envelope system workflow for the first release. It should:

• [ ] let users configure accounts
• [ ] let users define spending categories
• [ ] let users record transactions in their account and link them to the spending categories
• [ ] let users specify a monthly budget per category
• [ ] inform users of their budget usage throughout the month and compare with previous months
