test suite drops database #82

In spnet/test.py, the database is dropped to test from a clean slate. This should be changed so that the test database and production databases are independent.

A few improvements in this situation:

the test script has been changed to a test function destroy_db_and_test(). This name makes pretty clear that this test will drop the database. Previously merely importing the test module would actually destroy the db!
we do not use the production server as a test platform. Specifically, nose is not installed in the production server virtualenv. So there should be no possibility of running the destructive test accidentally.
