[Projects] Add "create from template" option

What Plugin does this relate to? What version of the Plugin?
Projects, 1.3.

What steps will reproduce the enhancement?
Projects has three buttons, configure, add project and remove project. It
should have a fourth where you could create a project from templates
avaiable um some folder. This would help a lot for people that would like
to create ready-to-use solutions for yourself or for others. If you're
developping a project for haxe, per example, that would be really helpful
as it need configuration files and stuff.
1. Click on the "new from template" button
2. A dialog asking for the project name, where to place it and some
"defined in template" vars to fill up
3. Create project and add to open projects.

What is the expected output? What do you see instead?
A new project created from the pointed template.

What version of Editra are you using? On what operating system?
0.4.88
