Need new config panel

The current config panel is getting too busy and doesn't handle everything that 
needs to be 
configured.  There should be a new config panel with the following sections of 
configuration data.

1. General settings - tree sync, differ program
2. Source control - commands, usernames, passwords, repositories
3. Environment variables - sets environment variables based on directory names
4. "New..." menu - configure what file types show up in the "New..." menu

I've done everything here except the New menu.  I'm waiting until that idea is 
more fleshed out.
